Colonel Charles James Fisher
August 31, 1928 – October 27, 2025
Colonel Charles James Fisher, 97, of Tampa, Florida, passed away on October 27, 2025. A lifelong resident of Tampa, he was a believer in the Lord Jesus Christ and a member of Seminole Heights United Methodist Church for 75 years.
A graduate of Jefferson High School, the University of Tampa, and Florida International University, Colonel Fisher was inducted into the Jefferson High School Alumni Hall of Fame. His distinguished law enforcement career began in 1949 with the Tampa Police Department, where he rose through the ranks to Major. He later served as Project Head for the Criminal Justice Institute at Miami Dade College, Director of the Southeast Florida Institute of Criminal Justice, Director of Hillsborough County Emergency Preparedness, and ultimately Colonel and Commander of the Administration Division at the Hillsborough County Sheriff’s Office, retiring in 1993. He was proud to serve his country for 10 years as a Lieutenant in the U.S. Army Reserve.
Colonel Fisher was preceded in death by his beloved wife of 75 years, Patricia C. Fisher; his parents, John and Blodwin Fisher; his grandson, Matthew Fisher, and his son-in-law, James R. Hughlett. He is survived by his children, Cynthia Hughlett, Patricia Poovey, and Gregory Fisher; six grandchildren,
Timothy Fisher, Daniel Fisher, Kathryn McColgan (Thomas), Charles Hughlett (Christiana), Benjamin Poovey, Christopher Fisher and three great grandchildren, Jameson, Rori and Beau Hughlett.
The Colonel’s children wish to thank Bibi Duke for her loving, attentive care of our father and mother. Our lives have been enriched by her excellent nursing skills, unequalled patience and her lovingkindness.
Bibi, we don’t know what we would have done without you. You were sent to us by God and we will be forever grateful.
A celebration of life will be held at Lake Magdalene Church on Monday, November 10, 2025, at 11:00 a.m., followed by graveside services at Garden of Memories Cemetery and a reception at the Columbia Restaurant.
