Francis was born on February 5, 1961 in Washington, D.C. and would grow up in Rockville, Md. He was a mortarman and credited with 80 jumps during his 3.5 years of service. He moved on in the following years and pursued a successful career in the Mortgage banking industry that would lead him to reside in Derwood, Md. and than on to Berlin, Md. where he truly enjoyed the "beach life" living in Snug Harbor with special friends.
