Janet Cecelia Kelleran passed into the arms of her Creator in July 2024, in Sun City, Arizona. Janet was born in 1951, to Joseph Harold Fulcher and Frances Alida Cobb. The daughter of a career Air Force serviceman, Janet lived in Georgia and Texas before the family settled in Panama City, Florida.
Janet was a National Merit Scholar at Bay High School. She attended Emory University, ultimately graduating from the University of South Florida, and moved to California. Janet worked at Stanford University until she got married and became a mother. She was a devoted mother to sons Bobby Moore and Danny Moore, volunteering for their various sports, schools, and throughout the community.
After her children were raised, Janet sought to help others. She returned to school, studying Law at The University of San Diego where she completed her Juris Doctorate. She went on to practice law for Appalachian Research and Defense in Kentucky, providing free civil legal help to individuals from 37 Appalachian counties. Janet also practiced law in Elizabethton, Kentucky, California, and in Nevada. She was public service focused.
Following her career as a lawyer, Janet moved back west to be near her children and grandchildren whom she adored. She was loved dearly by her family, and she gave selflessly to them. In retirement, Janet was an avid reader and appreciated a good fireworks display. She would give freely to anyone lucky enough to encounter her, whether it be a listening ear, legal advice, or anything else someone might need. She collected cookbooks and enjoyed reading and analyzing recipes as much as she enjoyed cooking. She is remembered for her sharp wit, intellect, and empathy.
Janet is survived by sons Robert David Moore (Jessica) and Daniel Alexander Moore (Jamie), and grandchildren Maddie, Aiden, Cody, Charleigh, Serena, Joey, Cambelle, Teddy, and Cassie; brother Robert James Fulcher (Teresa); nephew Russell Fulcher (Katie) and Katherine Fulcher, cousins in Kansas, Maine, Illinois, and Texas, and many friends. In lieu of flowers, the family requests donations be made to your local library.
A celebration of life will be held November 22, 2025 in San Diego. For those interested in attending, please write the estate at P.O. Box 220, Paso Robles, CA 93447.
