Jeffrey Collier Owens, born January 21, 1970, peacefully passed away on October 23, 2025, and Heaven immediately got a Hell of a lot louder.

There was only one Jeff. At first glance, he was an imposing figure. Absolutely zero volume control. Full-throttle joy at all times. Dominos on the table, The Girl From Ipanema or Willie Nelson blaring from the stereo set. A prankster famous for pulling the emergency brake on cars…. while driving! And oh Lord, his stories – he mastered the art of weaving a tale and could make a regular road trip to California in a Ram Truck into an epic crime caper. Jeff Owens didn’t just walk into people’s lives — he burst in like the Kool-Aid Man, crashing joyfully through walls and hearts.

But beneath the booming laughter was something even greater — Jeff’s extraordinary capacity for kindness. He had a rare sort of empathy that could cut through noise and nonsense to truly see people. Five minutes with Jeff was all it took to get it — his loyalty, his generosity, and his tender heart. He was the friend who’d celebrate your best days louder than you would and quietly show up for your worst days without being asked. Beneath the hilarity and the chaos, there was wisdom — not the kind found in books, but the kind forged through love, laughter, and living fully. Everyone who crossed paths with him walked away better for it.

A native Texan, Jeff attended Alamo Heights High School and The University of Texas Pan American. He and his wife of 24 years, Heather Russi Owens, who he called His Oracle, built a life full of adventure in San Antonio, Kerrville, Corpus Christi, Colorado, and most recently, Lubbock. He was a brilliant geologist in the oil industry, but his truest calling was as a husband and father to Ferris, Savannah, Ellysse and Griffin.

His passing leaves us shattered.

Jeff is survived by his loving wife, Heather; Ferris Owens and his wife, Michelle; Savannah Dawn Manley and her husband Thomas; Ellysse Owens and her partner Baxter Ladd; and Griffin Owens and his partner Sadie Russell. He is also survived by his adored grandchildren Elouise and Pearl Owens and Thomas Jr., King, Boss, and Lorde Manley.

He is also remembered with love by his parents, Sally and Charles Owens; his siblings Yvonne Goessling and husband Trey, Tiffany Elliott and husband Daryn, and Collie Owens; nieces and nephews Luke Sciutto, Dylan Sciutto, Tatum Owens, and Maddie Owens; his aunt Wendy Lamoreaux and uncle Bill Lamoreaux and wife Sarah; his sister-out-law Lisa Owens; brother-out-law Chris Scuitto; brother-in-law Dwight Russi and his wife Sylvia; and sister-in-law Deborah Bronstein.

He will be raucously welcomed into Heaven by his grandparents Barbara (B) and William (Bill) Lamoreaux and Gerald and Sibyl Owens; parents-in-law Richard and Paula Russi; uncles Jerry Owens and Richard Owens; and all the new friends he’s already making at the pearly gates.

A celebration of his life will be announced at a later date.
