Phyllis Jean Cheely, affectionately known as Mimi Vaughan, passed away on October 23, 2025, in Colonial Heights, Virginia. She was born on January 10, 1945, in Petersburg, Virginia, and throughout her life remained deeply connected to her community and those she loved.
Phyllis dedicated much of her professional life to serving others. She worked for the City of Colonial Heights for 24 years with the Office on Youth, where her commitment to young people left a lasting impact. Prior to that, she served as Secretary for St. Michael's Episcopal Church for several years, contributing faithfully to the life and mission of the church.
Beyond her work, Phyllis found joy in traveling with friends and cherished every opportunity to spend time with her family and extended church family. Her involvement in civic and church groups reflected her generous spirit and deep-rooted sense of community.
She is survived by her son, Steven Christopher Vaughan (Kelly), and her daughter, Kimberly Ann Brister (Steve). Her legacy continues through her grandchildren: Scott Andrews (Brittany), Travis Vaughan (Alexandra), Savannah Murdock (Noah), and Mattie McLaughlin. Phyllis was also blessed with many great-grandchildren: Christopher, Jacob, Jerry, and Kamryn Andrews; Isabella, Elaina, Waylon, and Willie Vaughan. Her love for them was evident in every moment shared together.
Phyllis was preceded in death by her parents, Robert and Pearl Cheely; as well as two beloved grandchildren, Kassidy Renee Hahn and Khloe Elizabeth Vaughan.
A service to celebrate Phyllis's life will be announced as details become available.
In honor of her memory and lifelong compassion for others—especially children and animals—memorial gifts may be made to the Colonial Heights SPCA or the YAC Shoe Fund c/o C.H. Office on Youth.
